The Industrial and Technological Development of Brazil and EEC 1992

One of the outstanding events of this decade, and in all likelihood, of this century, will be the beginning of the Integrated Western Europe – EEC 92. Analogous movements of integration are under way, across the Atlantic, between the U.S., Canada and Mexico and in the Southern Pacific between Japan and its neighboring NICs. Such a process is closely related to deep-seated, world-wide industrial changes, based on new and pervasive technologies, such as microelectronics and biotechnology. Firstly, the purpose of this paper is to analyze the recent Brazilian industrial and technological development, focusing on the role played by EEC countries and the implications of EEC 92, and secondly, to present suggestions for cooperation from European Economic Community to foster the development of Brazilian industrial and technological capability. The paper is divided into seven sections, following a decreasing order of generality. The first section presents the prevailing macroeconomic constraints to industrial and technological development. The second section analyses the existing industrial structures and its present strategic options. The following two sections look abroad, focusing on international trade, regional integration and direct foreign investment. Sections V and VI examine in more detail the conditions of the Brazilian scientific and technological systems and the development of human resources. Finally, Section VII presents the suggestions for cooperation from the EEC, following the same order of subjects.
Um dos acontecimentos marcantes desta década, e provavelmente deste século, será o início da Europa Ocidental Integrada – CEE 92. Estão em curso movimentos análogos de integração, através do Atlântico, entre os EUA, o Canadá e o México; e no Pacífico Sul entre o Japão e seus NICs vizinhos.
Esse processo está intimamente relacionado a profundas mudanças industriais no mundo, baseadas em tecnologias novas e difundidas, como a microeletrônica e a biotecnologia.
O objetivo deste artigo é analisar, em primeiro lugar, o recente desenvolvimento industrial e tecnológico brasileiro, enfocando o papel desempenhado pelos países da CEE e as implicações da CEE 92 e, segundo, as sugestões de cooperação da Comunidade Econômica Europeia para fomentar o desenvolvimento da economia brasileira, capacidade industrial e tecnológica.
O artigo é dividido em sete seções, seguindo uma ordem decrescente de generalidade. A primeira seção apresenta as restrições macroeconômicas predominantes para o desenvolvimento industrial e tecnológico. A segunda seção analisa as estruturas industriais existentes e suas atuais opções estratégicas. As duas seções seguintes visam o exterior, com foco no comércio internacional, integração regional e investimento estrangeiro direto. As seções V e VI examinam com mais detalhes as condições dos sistemas científicos e tecnológicos brasileiros e o desenvolvimento de recursos humanos. Finalmente, a Seção VII apresenta as sugestões de cooperação da CEE, seguindo a mesma ordem de assuntos.
